Banks ‘not protecting elderly’
More safeguards needed to stop financial exploitation — watchdog

IRISH banks and financial institutions are refusing to put checks in place to protect elderly customers from financial abuse, a new report by a government-appointed expert group has warned.
The group — chaired by Leas Cross report author Prof Des O’Neill — also criticised the hands-off approach to reducing elder abuse by the Department of Finance.
Prof Des O’Neill warned: “We have no evidence that the financial and banking sectors have recalibrated their systems to minimise the possibility of elder abuse happening, nor implemented processes to facilitate detection and management of elder abuse when it occurs as have taken place in other jurisdictions.” Meanwhile, financial scams were third only to psychological abuse and neglect in the cases of reported abuse inflicted by others on elderly people last year.
The Department of Finance has no direct role in tackling the issue of financial abuse, nor does it regard itself as having any part to play, the report of the Elder Abuse Implementation Group revealed.

Police say a woman wanted for elder abuse and identity fraud has been arrested. See Police looking for elder abuse suspect.
Fifty-seven-year-old Frances Brown was arrested Thursday thanks to an anonymous tip.
Savannah-Chatham police say Brown, who is also known as the “Traveling Evangelist,” befriends senior citizens to gain access to their personal information and credit card accounts.
That’s what happened to 81-year-old Vernell Jackson. Jackson and her family says they are truly shocked that someone they considered a close friend would take advantage of them, but they are also pleased that Francis Brown is behind bars.

New Program Aims to Shelter Abused Elders (RI. USA)

Rhode Island’s first program for elderly abuse victims was launched last week by the Saint Elizabeth Community, an elder care organization.
The program, known as the Saint Elizabeth Haven, will utilize the community’s existing nursing homes and apartment complexes in East Greenwich, Providence and Bristol to house elderly individuals in need of immediate services, said Mary Rossetti, the director of community outreach for the organization.
“It’s not a facility in itself, it’s a program,” Rossetti said.
In order to be considered for placement in the transitional, 30-day program, an individual must be over 60, a victim of abuse and willing to leave home, she said. Residents must also be referred to the haven by a partner agency, such as the Rhode Island Department of Elderly Affairs.

There are an estimated fourteen thousand cases of elder abuse in Maine every year. And most of them go unreported.
At a seminar in Falmouth on Wednesday, experts talked about the problem. Former Maine Attorney General Steve Rowe says that in most cases it’s a family member or caretaker who is physically, emotionally, psychologically or sexually abusing their elderly relative.
Financial exploitation is also a huge problem.  Rowe says when it comes to the elderly it’s everybody’s business to be involved.
“We all have a responsibility to intervene. We need to know our neighbor. If we have an elderly person who lives next door we need to know that person’s habits and if we see a change we need to get involved,” said Rowe.
All too often, those being abused won’t report it. They may be too afraid or too ashamed to come forward. Or they may be so dependent upon the abuser that they see no way out.
But there is plenty of help available.  Calling 1-877-ELDERS-1 will connect you to the Area Agency On Aging in your county. Adult Protective Services can be reached at 1-800-624-8404–that is the agency’s 24 hour hotline.
Legal Services for the Elderly can also offer assistance. The number there is 1-800-750-5353.
Sexual Assault Agencies can be reached by calling 1-800-871-7741. And Domestic Violence agencies, at 1-800-537-6066.

OPP and EMS recognized for work with elder abuse

The Haliburton Highlands OPP and EMS Haliburton have been honoured for their efforts to stop elder abuse.

Both organizations were awarded plaques from Community Care Haliburton and the Ontario government at presentation at Minden’s OPP detachment on October 26.
“Our OPP and EMS respond to abuse cases involving seniors with speed, sensitivity and skills needed to take care of immediate needs,” said Community Care Haliburton executive director Donna MacDonald. “Their knowledge of local community resources ensures that vulnerable seniors receive the follow-up support of agencies, many times members of our network.”

The organization has printed a number of senior safety 2010 calendars and 1,000 of them will be distributed throughout Haliburton County. The calendars offer safety tips and emergency numbers and are free to seniors.

State officials are now considering whether to revoke its license.

That same resident, according to the report, was so scared she escaped in the middle of the night to a nearby police station, complaining of abuse.

Erie County District Attorney Frank A. Sedita III and Rep. Brian Higgins joined other county officials this morning in touting the need to protect the growing elder population from abuse and violence.
And they also announced a $150,000 grant from the U.S. Justice Department will help them do that locally.
Sedita said the new federal grant will fund continuing efforts to train prosecutors, social workers and victim advocates to assist victims while their cases are pending in the local courts and afterward.
During a mid-morning news conference at Sedita’s downtown headquarters, Higgins said the Justice Department’s money will help Sedita and other local officials grow their “proactive and coordinated approach to detecting and preventing abuse targeting older residents.”

Wellington police say most abuse of the elderly goes unreported due to the stigma associated with such offending.
Hemant Kumar was deported to Fiji over the weekend for defrauding a 94-year-old woman of $127,000 between 2004 and 2006.
Detective Mike Stone says the case highlights the fact that there are people looking to take advantage of the elderly, but he says many victims are reluctant to take action.
“The difficulty in crimes of this nature is that it is very difficult for the victims to come forward. There’s a degree of shame and embarrassment that they’ve been taken advantage of.”
Margaret Guthrie, the president of Age Concern Wellington agrees that elder abuse goes unreported due to embarrassment, the vulnerability of the victim, or fear.
“Sometimes they’re afraid they may do themselves more harm than good. They’re just not sure whether they’re actually going to make the matter worse by bringing it to attention.”
Police are encouraging anyone who thinks they may have been a victim of similar abuse to come forward and Ms Guthrie says it is important to do so, otherwise the abuser is simply encouraged.

Two brothers will each spend a year in jail for assaulting their grandmother. They will also be on probation for a year.
Christopher and Michael Hansen pleaded guilty to three misdemeanor charges of abuse of an elder adult, lewdness and domestic criminal mischief. Their attorneys asked the judge to give them probation, so they could work and get counseling, but the victim’s sister-in-law said the men deserve to go to prison because they had mistreated their grandmother for a long time.
After the hearing, Rita Avery declined to do an interview, but in court she told the judge she loved her grandsons and forgave them for what they did.
The victim’s sister-in-law Joy Allen said, “She still says, ‘I love them and they’re my family,’ and I just keep trying to tell her, ‘Rita, you don’t want a family who treats you like that.'”

The judge ordered they have no contact with their grandmother until their probation officers allow it.

New Brunswick senior citizens are routinely abused and neglected by their families and spouses but most cases are never reported, but the provincial government is hoping new resources unveiled in Dieppe yesterday will help inspire more people to come forward to protect them.

“We’ve got to make sure that the public is aware that these problems do exist, but without reporting it how do we know how many cases there are? It’s a matter of picking up the phone. If you know something is going on, there are places to call,” Minister of State for Seniors Brian Kenny said yesterday at the launch of a booklet called “Preventing Abuse and Neglect of Seniors,” which was compiled by the Public Legal Education and Information Service of New Brunswick.
The new booklet was compiled after several months of research with a goal of providing good information for seniors, their families, friends and others who might be aware of abusive situations. The bilingual booklet says seniors suffer from abuse in their own homes, nursing homes and special-care homes. There are many kinds of abuse that can range from sexual assault and physical violence to messing with prescriptions, financial fraud and theft of pension cheques to outright neglect.

Two Morgan Hill men have been arrested on suspicion of elder abuse for allegedly failing to care for their mother, police said today.
One of the sons brought his 70-year-old mother to Kaiser Permanente Medical Center San Jose’s emergency room at about 10:45 p.m. Tuesday, and hospital staff notified Morgan Hill police of a possible elder abuse case.
Officers went to the hospital and to a home on Burnett Avenue in Morgan Hill where the woman lives with her two sons. Officers found two ferrets, and a large amount of feces and urine inside the home, police said.

Sitting under a tin-shed, Urmila Devi (65) and Mala (90) consider themselves a few of the luckier ones, for they at least have a roof over their head- a bedroom in the Swaraj Vridha Ashram

Their wrinkled faces, vacant stares, fading sight and weak bodies speak of an alarming trend– that in many family homes, there’s no longer room for old people. On the eve of the International Day for the Elderly, The Times of India visited a shelter home for the aged in Panki and noted that Urmila and Mala were not alone in their plight.

A common thread of battering, abuse, neglect, harassment and even abandoning binds the 28-odd inmates of this shelter. And, although, there may not be a ‘Munna Bhai’ to bring solace to the dull lives of these elderlies, as was with those staying in ‘Second Innings Home’ in ‘Lage Raho Munna Bhai’, efforts of a few godsend individuals for opening up a shelter home for elderly surely seems to fulfil the purpose of making these elderly lead a respectful life.

“They are people whom no one wants. They were either refused by their family or were found on the streets. And there are those who fell victim to the busy lives of their families,” says Manju Bhatia, who has opened the Swaraj Ashram in 2007.

A few of them even do not remember where they come from. “Mala devi is one such inmate who can’t even recall the name of his son. The school staff where she used to work had brought her here,” says Rani Bhatia, who looks after all the elderly in the ashram.

A 50-year-old man recently released from prison has been jailed on charges of abusing his elderly parents.
Julian Howard Parker began mistreating his parents after his release from prison in April on drug charges, police said. Parker had moved into their Milton Avenue home.
He was first arrested on Aug. 10 and charged with elderly abuse for throwing a pack of cigarettes at his 79-year-old mother- hitting her hard enough to leave a visible mark that was still there when police arrived, according to an arrest report.
Last Thursday, Parker was charged with aggravated battery of a person over 65, false imprisonment, exploitation of an elderly person and possession of cocaine after he banged on the front door at 2 a.m., awakening his father.
A short time later, Parker pulled his 81-year-old father out of bed, dragged him into another room and demanded money, an arrest report states. When his father refused to give him money, Parker became enraged and threw his father against a wall, then dragged him back into the bedroom and held him against his will, the report states.
Parker was booked into the Volusia County Branch Jail, where he remained Tuesday with bail set at $15,500.

A SMALL ‘frail’ woman fell between the headboard and railing of her bed and suffocated to death, an inquest heard.
Elizabeth Roberts, 89, was a resident at The Headlands nursing home on Tower Road, Llangollen when the tragedy happened on August 30 last year.
North East Wales coroner John Hughes called the accident ‘potentially a disaster waiting to happen’, because staff at the home had not understood there were health and safety regulations for the management of the bed railings, also known as cot sides.
Mr Hughes stressed the importance of bed railings complying with health and safety legislation to ensure the correct distance between the headboard and railing.
Following the incident, and a Health and Safety Executive investigation, all staff at the home were trained how to use bed railings correctly.
They also removed all the bed railings and replaced them with hospital beds which have railings attached to them.
During the inquest staff told Mr Hughes they had not been trained at the nursing home for health and safety regarding the bed rails.

Florida lawmakers vow changes after learning of laxness, loopholes in checking child and elder care workers

Florida legislators pledged to overhaul state law to require that caregivers for children and the elderly undergo background checks before they begin work and to close loopholes that have let thousands of felons get jobs in day care and nursing homes.

The proposed reforms come after a  Sun Sentinel investigative series last week identified disturbing flaws in the background screening system that allow people to work with Florida’s most vulnerable residents before the caregivers have been vetted.

Even people with criminal pasts can qualify for jobs as caregivers by obtaining an exemption. Thousands have sought and won official permission to work despite having records for crimes including rape, child abuse and murder, the newspaper found.

A family carer has been jailed for two years after admitting helping herself to a sick aunt’s savings account to pay for cars and cruises.

Christine Lodwick pleaded guilty to stealing £49,000 but had siphoned off over £200,000, a judge was told.
It funded three Mediterranean cruises and down payments of more than £23,000 on a Mercedes C180K and a Range Rover.
The 58-year-old from Cwmgwili in Carmarthenshire pleaded guilty to 10 counts of theft at Swansea Crown Court.
She had originally faced a total of 31 charges but the prosecution discontinued 21 after accepting her guilty pleas.
Her husband Thomas Lodwick, aged 63, had three allegations of money laundering against him withdrawn at the same earlier hearing.
The amount stolen totalled £49,741 over more than a year from February 2006, but the prosecution made it clear that it believed she had benefited to a much greater degree.


Kevin Riorden, prosecuting, said Lodwick had taken power of attorney for her aunt Elizabeth Davies, 83, in April 2005 when injury forced her to go into a nursing home.
A year later she also took power of attorney for her aunt’s daughter Patricia Davies, 63, who suffered from learning difficulties and could not cope alone.

Florida legislators have pledged to overhaul state law to require background checks for caregivers after a newspaper investigation identified flaws in the screening system that allowed felons to get jobs in day cares and nursing homes.
The South Florida Sun Sentinel investigation found that thousands of people obtained exemptions that granted them permission to work as caregivers for children, the elderly and the disabled despite criminal records that included rape, child abuse and murder.
The proposed new law would require uniform nationwide background checks for all caregivers before they can begin work. It would also require caregivers be rescreened every three years, instead of every five years as under the current law.

Two Morgan Hill men have been arrested on suspicion of elder abuse for allegedly failing to care for their mother, police said today.
One of the sons brought his 70-year-old mother to Kaiser Permanente Medical Center San Jose’s emergency room at about 10:45 p.m. Tuesday, and hospital staff notified Morgan Hill police of a possible elder abuse case.
Officers went to the hospital and to a home on Burnett Avenue in Morgan Hill where the woman lives with her two sons. Officers found two ferrets, and a large amount of feces and urine inside the home, police said.
